Inspection Services - Introduction
The program strategy focuses on the strategic direction of the Inspection Services value stream with specific emphasis on the approach to be followed to achieve service excellence within an increasingly demanding and changing environment. It therefore aims at contributing and striving towards the PPECB Quality policy of “Commitment to Quality and Service Excellence”.
Delivery of stakeholder needs, the empowerment of people, increased supervision and ownership, the instil of confidence, and the establishment of a competent workforce will be considered key challenges and goals within this program. A solid business approach, aimed at enhancing excellent client relationships, delivery of services within the framework of the PPECB statutory mandate, will be the centre of operation in this regard. Sustainability of operational structures and product groups will also be a strong focus point of this program, and good financial practices will therefore be emphasised.
Services will be based on the legislative framework of the PPECB, but will also make provision for non-statutory services as negotiated with stakeholders via the four product programs recently established within the PPECB organisational structure. The increasingly demanding agriculture industry, forces the stakeholders of PPECB to adopt services beyond the boundaries of the above current range of statutory– and non-statutory services. This in order to be competitive, to reduce risks in operations, and also to enhance guarantees demanded by the ultimate consumer on the overseas market. The PPECB, with its well-established credibility and impartiality, can play a vital role in assisting stakeholders to achieve these goals.
Customers span the total supply chain from “farm” to “fork” in the agricultural and marine industries. It includes producers, pack houses, cold store operators, transporters, exporters, importers, supermarkets, as well as other service providers such as port authorities and operators involved in production, manufacturing and distribution services of perishable products.
The operating model will be based on a value stream approach with various sub-programs within the program of Inspection services, and also the establishment of small group activities within the various production regions. This not only to streamline processes and procedures of various product groups, supportive services and sub-regional blocks, but also to ensure consistent and effective service delivery with regard to these products. This will ultimately contribute towards the empowerment of people within the organisation, enhancement of career growth paths of employees, building of good and trusting relationships with stakeholders including the DoA, and also the improvement of risk management practices.
